The REILA Project has played a critical role in strengthening Ethiopia’s land administration sector by implementing extensive capacity-building programs. These initiatives have equipped land administration personnel, surveyors, policymakers, and communities with the knowledge, skills, and tools necessary for effective and sustainable land governance.

Training and Skill Development for Land Administrators

Enhancing Technical Expertise

  • On-the-job training for land administrators and para-surveyors, with over 1,350 para-surveyors trained annually.
  • Technical training for National Rural Land Administration Information System (NRLAIS) operators, ensuring data accuracy and system maintenance across 458 woredas.
  • Training of Trainers (ToT) approach, allowing regional and zonal experts to cascade knowledge to local administrators.

Institutional Strengthening for Land Governance

Building Long-Term Institutional Capacity

  • Strategic technical assistance to MoA/RLAUD, enhancing policymaking and operational effectiveness.
  • Over 10,000 land administration staff trained across federal, regional, woreda, and kebele levels.
  • Support for Kebele Land Administration and Use Committees (KLAUCs), training 2,142 members, including 612 women, to handle local land governance tasks.

Public Legal Training and Awareness

Ensuring Legal Compliance and Rights Protection

  • Training for 278 public legal officers and judges on land administration laws and the rights of women and vulnerable groups (VGs).
  • Regular awareness campaigns on land rights, gender inclusion, and community engagement.

Establishment of Formal Education and TVET Programs

Ensuring a Sustainable Pipeline of Land Administration Experts

  • Launch of Ethiopia’s first Technical and Vocational Education and Training (TVET) program on land cadaster and administration at Assosa Agricultural TVET College.
  • Curriculum development for BSc and MSc scholarship programs in land administration
  • Fast-track training courses for existing land administrators, providing short-term capacity enhancement.
